Provide the "Force Data Exchange to send/receive all" option setting on the "DSR" tab of Salesperson Maintenance.

If this option is enabled for a given salesperson then the "Transmit" and "Receive" options in the DSR Data Exchange utility are both set to "Yes" and the "All data" option for each is selected.

 

Then all controls relative to data selection are locked to prevent the salesperson from changing anything.
