Modify the operation of "Receive by Purchase Order" so that the "Apply cost changes" value defaults to the "Cost Only - New Method" selection and the "Default Quantities" option is defaulted to "Receive in Full".

Change the default for the "Apply cost changes" value to be "Manually update Cost and Price".
