Enhances Mod #993 - Create Invoice Prompt to Add Items to Special Price File so all new entries added to the special price file have a 0.00 selling price.

Modfies the special pricing file for the customers to add the new entries with 0.00 selling price for the items added while saving the invoice. This mod requires #993 to be active. This modification changes the behavior of the lookup into the special price file to use the "Ship To" customer instead of the Bill To customer.
