Changes the handling of cost updates in Receive by Purchase Order so that the "Freight" value of an item will be set to zero when a Purchase Order is received without any supplements.

 

The "New" costing method is used.

 

With supplements, no change will be made if the current "Freight" value is in a "locked" state.
