Adds the Security Miscellaneous password option #85 Allow user to assign lots from Create/Change Invoice.

 

This can be used to restrict a user's ability to change or assign lot assignments in invoicing. The user will still be able to view the assigned lots by clicking the "Lots" button but the dialog will be "view only".
