Activate "Inactive" items in Receive by PO automatically once received.

•Enables items in an "Inactive" state to be automatically restored to "Active" once they are received.

•Adds the Security Manager Miscellaneous password option #140 Allow adding inactive item to PO to control permissions for this feature for user accounts. Off by default.

V4.1.4 Instead of updating the "Inactive" status of every item on the Purchase Order Mod #1472 will only update those items which have been changed and their associated "piece" items when Mod #1040 Selling UOM Feature is active.
